my question is, what filter that can make colour like that? I've been playing in colour setting, but the effect looks not natural.

You could use a colour filter, or you could overlay a coloured fill in photoshop set to 'color' blend for the first one - it looks like they did the colour to make something odd out of a faded print... the second one just looks like a bad colour shift.. old film, bad printing, bad scanning... here's both, corrected somewhat...

Sorry, relooking at your header it looks as though you actually want to add that kind of sickly colour to your shots - most spend all their time trying to fix it...
So, if you want to do the 'effect' of the van, simply blend a colour layer over your existing shot, and alter the opacity to bring the hue to what you want...
For the donut, simply go to the colour cast removal tool in Photoshop, and click around the image until you get everything looking as sickly as you want, and you'll get there... it's just a badly balanced image, that's all...

There's no cut and dry,. you will need to experiment and "tweek" In photoshop.
Try "Image" and from the drop down menu try these:
1) Try "Autolevels",.. sometimes this works mirsacles,. other times it does the wrong thing.
2) Color Balance
3) Curves
4) Hue/Saturation
Be sure to "save as" before trying this,. but between the above you should be able to get what you are looking for.

:-D Everyone knows tools but we still need to share our experienments. I've tried those tools on the 1st pic but not received the save response yet. I'll need more prectice or more certain parameters.

thanksThis pic comes like this: the guy filled channel blue with pure black. So culculate Red with Green into Blue, we got:
