Something users of Photoshop Elements 2 might take a look at before shelling out for Photoshop 7 is this program "accessory" called Hidden Elements. This program allows users of Elements 2 to use actions and other portions of Photoshop such as creating styles.

I have a forum for discussing the tools and how to apply them and show examples of how everything works in the book -- as well as WHY. The tools are native Elements functions, not something hacked into the program. My tools allow you to do complex series of events to fix your images in a single click. use all the tools that they say you don't have in Elements, including Curves, Layer masks, Color Balance, Vector editing, CMYK creation and saving, snapshots, History brush, and then some! I'm trying to find the time to build more tools and will make them available as I can.
