There are many, many variables that go into the answer to your question ....
- What are you shooting?
- What specifically is a "limit budget" ?
- Do you want a DSLR or a point-and-shoot camera?

Remember, outdoors can mean the wilderness as well as the big city, it can mean outdoor portraiture, sports, etc...
