Even without filter you can achieve milky water if weather conditions allowed. For example this capture: http://www.marcinbera.com/blog/wp-co...0/DSC0989d.jpg I took using just a tripod, remote control and no filters at all. It was 30sec at f8, ISO 100 and moonlight in the background. So everything up to light and your abilities.
You have ND4 and ND8 so for example I used the same filter, another words ND4 and the result you can watch here: http://marcinbera.com/blog/wp-conten...10/img189c.jpg. Addionaly I have to mention this capture I took with film vintage camera what means everything is possible. Just need some practice and patience. Do not give up.
I always take my shots using RAW format (and aRGB range color!). I do post processing, e.g. desaturating in Photoshop.
